Q.Lilacs Not Blooming

Our lilacs have been devoured every year since I planted them by the deer in the neighborhood. Last fall I finally got a fence high enough to keep them out! Now my lilacs are bushy and green–lovely, but not a flower on them! Do I need to wait a few more years? Sun is not a problem. I don’t fertilize them, and they have good root space, no insects. Help!
