I bought a lilac bush that bloomed nicely one week after I planted it. I don't have a clue as to where I should off the dead flowers. Should I cut off just the flowers, or should I cut off the whole stem down to the base of the plant near the ground?

If you're simply deadheading the plant, or removing the spent blooms, all you need to do is snip off the bloom itself. For all other pruning, here is more information:
