Lilac bush growing another plant?

My lilac bush grows these “shoots” out of the trunk. Is this normal? They are growing from near the base, but definitely from the trunk of the bush. They grow really fast and tall.
Is this normal? If not what should I do? I’ve cut them off in previous years and they grow back every spring.

These are coming from below the graft. Go ahead and remove them as soon as you see them start so you plant will put it’s energy into growth above the graft where you blooms will develop from. Often grafted plants have a different variety below the graft and suckers are common. We see this a lot in citrus and figs.
