Lemon tree won’t bear fruits after cyclone

Question

I have bought NPK 13 13 21
How do I apply and will it work for my tree to bear fruits. Tree is more than ten years old and has been bearing fruits before the cyclone last year. I have had no fruits for the past year. Have applied thrive a few times which helped the leaves looking health but no sign of any lemons. I live in Fiji

NPK fertilizer for citrus should not have a number higher then 8.
