Lemon tree leaves similar to Mandarin leaves

My question is in this photo http://www.flickr.com/photos/andersondotcom/5605562448/

How do I get rid of this and which products can I use? I do not have insecticidal soap or neem oil. What can I use instead?

The picture you show is of leaf miner. Here’s another article on these pests: [1]
Neem oil is commonly available, and fairly inexpensive. However, if for some reason you can’t get it, you should be able to make one of these remedies yourself: [2]
