Lemon disease

Lemon plantation has dev brown patches on the shoot and the new leaves are gone .help

This is a difficult one. I can’t really see the pictures as well as I’d like. It looks like scale damage to me. This is very common. They will destroy trees pretty easily. I would take pictures and samples to your local extension. They will be able to tell you more.
