Leaves Appear to Be Eaten on Azaleas

Small — one-half inch long in most cases — bagworm bags, similar to the larger ones found on arborvidae bushes that are sparsely noted. The ends of leaves are eaten off, no worms or other worms, grasshoppers or anything else are visible outside the bag and plant appears to be dying. I can’t find anything that tells about bagworms on azaleas. I have tried 5% Sevin Dust, but it does not appear to be helping. I have five encore bushes, but only two of the same type are being bothered. Help!!!!
