It’s October in Pittsburgh and my tomatoes are just small size green and my peppers (bell) are flowered (died). What can I do?

Unfortunately, there is not much you can do for this year. Your first frost date is quickly approaching and the tomatoes and peppers will not survive that. Next year, you may want to put in the plants earlier in the season so that they reach maturity earlier as well. Or, if that is not possible, look for varieties that grow to maturity faster.
