Kumquat Tree HELP

So recently my lemon tree had to fight off mealybugs, and it’s doing really well; however my kumquat isn’t. It’s been dropping lots of leaves lately, and it looks like a new disease. Help???

Those large white spots on the stem are Scale pest.

Remove the dead leaves from around the plant and discard.
