Kumquat Tree HELP

Kumquat tree is dying. It’s fighting off a scale pest, and some branches are turning brown, but there is new leaf growth. Can these branches be revived, or should I cut them off to give new growth?

Sadly it looks pretty much done.
You can try letting it dry out; sometimes the stress can actually stimulate new growth.
