Kumquat tree

I bought my kumquat tree a couple of years ago. However, it has grown very little and though it has produced some fruit it still has no leaves. I fertilized it with Triple 8 fertilizer in the spring and then added Miracle-Gro a couple of times this summer. I have lemon trees that require little care and produce much fruit every season. I just assumed that I would care for the kumquat the same way. how do I need to care for this small tree in order for it to produce and grow as it should.

From the photos, this tree is severely depressed and will not survive unless the condition is properly diagnosed and corrected.
I suspect that the problem is related to soil and water management, but could be a defective or decayed root crown that is not allowing uptake of water and nutrients.
It is impossible to evaluate the potential factors from the photos and brief description. But look first to watering, not too much or too little. Use a soil moisture meter to get it right without guesswork.
The soil and drainage may be different with this tree from the others, so you have to do your own assessment on water needs. Does the pot have a hole, or holes for drainage? This is vital that the excess water can drain and not pool in the pot and cause root rot. If no drainage, or if it is blocked, then re-pot immediately.

With that factor assured, fill the pot to the brim and let the water drain and dry until the soil moisture meter shows in the lower moist range, before it shows ‘dry’. Don’t water if it stays in the wet or upper moist zone.

If you think that you have been watering appropriately, then look to the soil quality, not just fertilization. Since it’s been in the same soil for two years and has declined so severely, consider re-potting with a larger pot and new potting soil.
