Knockout Rose Bush Is Not Blooming

I have been fertilizing the soil. The bush continues to grow; however, no blooms at all on plant. There are small, hard yellow bulbs on some of the stems but no blooms at all.

Be sure that the fertilizer you are using is not too high in nitrogen, as such fertilizers will cause the rosebushes to produce lots of foliage but not many blooms.
