Killing Weeds and Grass in Garden

Would like to know of some way to maybe help kill all grass and weeds in garden for next year.

I am an organic gardener so I don’t use herbicides. Regardless, seeds of weeds and grass are going to sprout again. I am assuming this is a garden that is already set up? Recommend generous layers of newspaper between rows topped with mulch, grass clippings, etc. This will enrich the soil, too. Then you only have to weed the actual rows. I guess I have assumed this is a vegetable garden.
