The fuzzy colored antler parts are faded out and looking wilted. Do they get cut back at this point? If so how far down do I cut them!

You should dead head the flowers as soon as they start to lose there color and nice appearance. Cut them down to the base of the plant, this will actually help the plant produce more flowers.
