Why does my kale (both on the stems and leaves) have tiny prickly thingys? Is it bad kale?

It’s hard to tell from your photo exactly how large your kale leaves are, but from what is showing, it looks like this is perfectly good kale and probably ready to harvest (don’t let the leaves get too large or they will turn bitter).

The “prickly” things aren’t anything to worry about (the leaves on my kale are slightly pointy as well), and should come right off with a light rinse, or you can simply rub them off before eating your kale.
