Kalanchoe pest

My kalanchoe plant leaves are covered with something looking like dandruff.
The plant is healthy looking and is starting to have small blooms. just wondering if it is some sort of insect?

This could be Mealybug or Scale.
Neem Oil is a good treatment for both types on insects.
