Please help with suggestions. Plant was very healthy with plenty of flowers last year. Photograph shows downward trend this year. Any suggestions would be greatly appreciated.

It looks like it is in a very small container and has probably filled it with roots. If you can plant it in the ground, that would be ideal. If not, move it to a larger container with fresh soil. You also don't need the saucer which can hold water that is absorbed back into the roots, which can cause root rot. If you haven't fertilized it yet this year, go ahead and do it following the instructions below. I also would cut back the vines by about half before transplanting.
