Q.Jasmine disease or pest?

My jasmine plant has something on it (spots of something attached on leaves and branches) and the new growth leaves are wilting. What is this and what should I do? See pictures below. Thanks!!

This looks like scale or mealy bug.
Spray with Neem Oil.

I actually like to physically remove the pests, then spray. You can generally rub the leaves and remove the pests.
