Jasmine Beesianum

I have purchased two of these plants in 7 cm pots, so they are very young. Should I transfer to larger pots and plant out next year or is it ok to plant this now – and will they survive winter if I do? If I need to repot them, should they be brought indoors in the winter?

If the plant is already in a container with soil around its roots, it should do fine planted in the ground. Water it the day before you transplant so the soil will hold together better. Plants in the ground survive winter much better than plants in containers. You could also consider protecting it this winter with mulch:
