Jasmin plant in the garden

I have noticed that it looks like it is dying and has brown (splash looking) marks on some of it. Wondered if maybe a fox had peed on it, although it has always looked really healthy up till now. Any suggestions? Thanks.

You can wash the plant leaves with a spray of water.

I would not be able to identify the material on the plant.
