Q.Japanese Maple Bush

Just planted this spring. Have developed some white looking stuff on end branches. Not sure if these are new sprouts. Is this normal?

This is difficult to determine from your description.
You can upload an image so we can help you determine if your tree has an issue.
Inspect the tree for signs of pests or disease. Often times the leaves are the first indicators of an issue.
