Japanese Knotweed

Hi could you possibly tell me if this is Japanese knotweed, and if so, how best to treat it as I dug this up last week and it’s coming through again, it grows very tall with scarce foliage and a reddish stem

It does look like one of the types of Japanese knotweed.
