Q.Japanese Acer has new leaves growing from the lower part of the tree

The new leaves look very healthy, in fact much more so than the rest of the tree which had leaves on initially then they dried up & there seems no obvious signs of life. The other Acer seems to be growing well, but also has new leaves growing from the bottom.
Should I remove the new growth if it is depriving the rest of the tree of nutrients or leave it to grow?

Branches coming out below the graft need to be removed. Those are coming from the rootstock.
