Hi. My jade plant was doing fine until it started drooping and when I touch the stem, it seems brittle & shriveled inside. I water it generally once a week when I put the water meter in it and the meter says “dry.” I only use filtered water because our water from the tap seems to have a few minerals in them. I have it by the window where it gets pretty good light and stays a comfortable temperature. I have other jade plants that seem to be just fine. What have I done?

Even though your moisture meter says "dry," I think once a week is too much water for a jade plant. Especially during winter they need less. These articles should help:
