Q.It Looks Like My Teas Weeping Mulberry Tree Has Died Since This Most Recent Winter. Can I Bring It Back?

I have 2 Teas Weeping Mulberry trees. Both are in my front yard facing South. One of them came thru this past winter just fine with green leaves and lots of fruit. The other one is standing there with no leaves and it looks to be dormant or dead. Is there anything that I can do to help it?

Give it the scratch test on the bark to see if there is green tissue below. If it is green it is still alive.
