Is white clover a grass?

Question

I have a lovely, well-maintained white clover lawn. My homeowner’s association is about to fine me because they say my lawn is filled with weeds. The by-laws say a lawn must be “grass.” If I could give some evidence that clover is a grass and not a weed, I’d be able to keep my beautiful lawn. Please help.
