Q.Is Watering 3 Min A Day To Much For A Veg Garden?

I have my veg garden set up to come on every 24 hours and water for three minutes using bubblers, is that enough? I dont seem to be setting fruit, and some of the flowers are dropping off. I have it set the same as last year which worked out fine, dont know whats wrong, Help!!!!!!
