Is Washing Machine Waste Water Detrimental to My Fruitless Mulberry?

I piped my washing machine waste water over to two 1/2 barrels placed with open end down and buried on either side about 4 feet away from the trunk. I live in the high desert of California and the tree is showing pale green, small leaves. The tree almost died 10 years ago when they moved my septic system away from it. How can I get the tree to look healthy like the other mulberry that has the new septic system next to it?
