Q.Is This Whitefly?
I saw these pests on Primroses. Are they whiteflies ? Can I use ready made sprays to get rid of them? Is it enough to spray on plant or do I need to spray under leaves where they are located?

Those are aphids, unfortunately. There are plenty of natural things that you can do to get rid of them, though. My go to is neem oil. The naturally occurring pesticide, azadirachtin, is very effective. Here are some other ways, too:
