Is this moss, mold or some fungus?

I got this green stuff growing in parts of my yard. In dirt and on rocks and on the expansion gaps on my sidewalk. I can’t figure out what it is or how to get rid of it. Can you help?

Thanks. It's not growing where grass is but on bare dirt between flowers and on some stones.
