Is This Disease Or Damage?

Question

I have 2 acer trees and on both trees across the top of them the leaves are like the photo, some worse than others! Are the diseased, weather damaged, or something else! Can I do anything to help these trees. They have been in my garden for many years and it’s the first time I’ve seen this.
