Q.Is This Black Spot Fungus On My Roses?

I don’t know why my rose leaves are browning and drying up. I just planted it on May 16, I water it daily, i put 4 bags of new soil before I planted and i have also put some rose fertilizer last week. This problem existed before I put the fertilizer. These roses are Hybrid Tea roses. I attached a picture of the day I planted it and what it looks like now (2 weeks later). Is this black spot fungus?

First of all, I believe it is getting too much water. It should be watered deeply and less often rather than every day. I think that is what started the brown spots. It looks like the slugs may have found your roses already, too. It looks like something is eating the leaves. I would go ahead and start a spraying regimen because if you don't have black spot now, you probably will soon. Here are instructions:
