Is This A Late Blossom On Young Celeste Cherry Tree Please?

Tree’s First year in our garden. Bore about a dozen fruit in early summer. This appeared last week.

It is a flower, but it may be in response of stress. I notice some spotting on your leaves that looks like it has the potential to spread drastically.
