Q.Is The Problem In The Photos White Fly Or Another Disease Or Pest? How Do I Treat It?

The white places on the photos of my hibiscus and plumeria look a bit like white fly. However, I don’t think that is what it is. I live in Southwest Florida (Fort Myers), very hot and humid. I use a 3-way fertilizer and a 3-way spray but the problem continues. 1 Can you identify what it is? 2 What remedies can you suggest? Thank you very much, Keith

White flies have a triangular shape but the pest on the pictures (they are not quite clear) has irregular roundish forms so aphids or scale (white wax scale, mealybugs, etc.) would be my picks.
