Is The Material From An Electric Composter Considered Brown?

I understand freshly cut grass is “green” compost and when dried it becomes “brown”

I would not consider composted materials either green or brown. I would consider that compost at that rate. If you are adding that to more compost, then I would treat it as the mix that you created it with. Whatever proportions of green to brown it was will be what it will stay when you use it.
