Q.Is My Foxglove Plant Spreading Or Are These Weeds Growing Next To It?

I have read that foxgloves drop seeds and spread. I planted this last summer and the plant is very healthy and producing flowers. I noticed there is ‘new growth’ around the base and am curious if these are new plants forming since the leaves look similar or are these weeds?

Foxglove can spread by seed and also will send up new growth, so it could be spreading. I don't see a photo so I can't say for sure whether weeds are growing near the base. Look carefully at the veins in the "weed" leaves and see if they are the same in the foxglove's leaves. These articles should help:
