Q.Is My Dwarf Cherry Tree Dead?

Last spring I bought two dwarf cherry trees. A few buds had started on both trees but didn’t get bigger after planting them. I didn’t dig them up because I wanted to see what would happen this spring. All of my other fruit trees have big flowers on them;the cherry trees don’t even have buds. But the limbs are bendable and do not break easily. It seems like it still has life in it. Will it come back or is it dead? Thank you.
