Is my crepe myrtle dying?

My crepe myrtle has not bloomed in a few years. The very top will get flowers but the limbs are covered in something and I don’t know what it is or if I can save them. Please help.

This is Lichen on your Crepe Myrtle and is generally harmless to it’s host trees.
It probably has nothing to do with the tree and it’s lack of flowering.

Here are some links to help you with both the lichen and pinpointing the issues with the tree.

I do suggest you start with a soil test to see what you are needed in the soil.
Check with the basics first; water, fertilizing and pruning.
