Is it too late to pinch back my apple tree plant?

Can I still pinch back my apple tree plant if it’s grown about a foot? I thought I was supposed to wait until there were 3 or 4 leaf layers before doing it. But after this article, I’m not sure…

I think your seedling is small yet for pruning.

My apple tree plants are still a seedling. It’s still a little stem with 3 and 4 leaf layers – like this
