Please tell me, is it Rose Rosette Disease (RRD)? Should I delete this rose?

The first photo is a little blurry, but I don't see the telltale excessive thorniness, thin leaves, or witches broom. I do see red and yellow mottled foliage which can be a symptom. It also could be herbicide damage, rose mosaic virus, or possibly insect damage. The second photo does not show symptoms of RRD. It may show symptoms of rose mosaic virus but some of that is sunlight on the leaves.

You can take or mail a sample to your nearest university extension service for identification.

These articles should help you decide if it is RRD. (But it is most common east of the Rocky Mountains.)
