Genetic abnormalities, less than ideal environmental conditions, and disease can all cause this.
In most cases, it is not an issue. It is quite common, however.
If you are noticing other symptoms, as well, then you may want to test your soil for deficiencies. If tests reveal that nutrients and pH are within range, then you can treat for disease.
