I’m wondering if I can use the Belgica Honeysuckle (if it is a bush) for the back row of my flower bed which is home to my Asiatic Lily and Tiny Hybrid Roses?

It is, indeed, a vine and not a bush. This article will help you with the care of honeysuckle vines: https://www.gardeningknowhow.com/ornamental/vines/honeysuckle/honeysuckle-vine-care.htm
