Q.insects or fungus on shrubs/roses

Zone 35802 Huntsville AL | JunoMe added on October 3, 2017 | Answered

I noticed groups of dead leaves nesting together in the branches of my rose bush, and
also found a couple in my hydrangea bush. The leaves appear to be bound together by a
fine web. I have and removed all of them and sprayed the bush with insect spray. What are these “nests” and what else should I do?

Could be spider mites.
