Question

for years now, I see clusters and clusters of a red/black bug that always seem to be connected. they range from a few millimeters to about 1 centimeter. i have asked around and my neighbors say they get them too. what are these bugs? they don’t bite, they just crawl around on each other. there are hundreds of them and they always come back in the same area every year. how do I get rid of them or at least limit their numbers?
