Insect Identification

I have a holly bush that is covered with sooty mold. On the underside of the leaves are fuzzy, very small white things that easily come off if I rub my finger over them. But the leaves are falling off and the plant is beginning to look sparce. The infestation is very heavy. I am worried about it spreading to other plants in my gardens. The problem seems to be going from the bottom of the shrub up.

It sounds like you have mealybugs, which cause sooty mold. I would treat the plant with neem oil as this will treat both the pests and the fungus. Here is more information that will help you:
