Based on your description, I am unable to identify the pest. If you have pictures of this, then it would help me a lot. Alternatively, you can take a sample to your local extension service, and they will be able to help you. Alternatively, you can try using neem oil. This is a very broad range pest control. Just be careful not to apply in direct sun, or hot weather.
