Information on my pampas grass

I have to Pampas grass and I cut them halfway down last winter and one of them is blooming just real pretty but the other one is blooming on the outside but it’s not blooming in the middle what can I do about that

It sounds like you may need to divide your plants, the center can die off if it gets to large!
