Infestation on Euonymous

Just noticed approx. 1/8 inches white straight ‘dashes’ on my euonymus leaves (top and underside) as well at the woody branches. There are also some brown, sesame seed sized critters on some of the leaves. Immediately ripped these 7-8 year old evergreens from the ground, thinking it was a scale infestation. Now I am wondering if the white things are actually eggs from another insect. If I misdiagnosed the problem, could this plant have been saved? If it IS a true big-deal problem, how extensively should I clean up the area? Replace soil, mulch, of course remove all parts of the plant? Spray an inscecticide? Burn all parts of the plant? There is a boxwood, rose barberry, roses and rue nearby. Should I treat them with anything? All I see is a few of the white ‘dashes’ on some of the rose petals.

For the roses and the others I would recommend spraying them with an insecticide immediately to help with gaining control. Then give all of them some Bayer Tree & Shrub Systemic Granular Insecticide with additives. The two together should get you into the control category.
