Q.In my home garden there are little skinny maggot like worms. What to do?

I used cocoa husk shells as mulch in garden. Upon trying to research this online, others who used this mulch have had same issue. I never could get a good consensus as to what they are. If you look under mulch or when watering these worms actually jump! I have noticed a lot of fly like gnats around the garden too. Under some leaves these gnats look as if they are dead, not all though. Is my garden in danger? What can I do? My garden is doing so well and now I see these. Gross.
Help please!

It seems that this kind of mulch attracts an insect called a "cheese skipper" that feeds on decaying organic matter. You may want to consider changing the type of mulch you use.
