Q.planting zoysia seed

I’m wanting to plant zoysia grass from the seed. Do I need to put down straw when doing so? I’m planning on roto tilling the area. I’m wanting to seed and laying down plenty of zoysia seed. Any thought on how to get it to grow the best I can?
